Overview
The white card (formally the General Construction Induction Card, unit code CPCWHS1001) is mandatory for anyone who performs construction work in Australia. There is no national expiry — once issued, a white card is valid for life unless revoked by a state authority. However, some state-specific cards issued before national harmonisation in 2008 may not be accepted in other states.
Important: There is no national white card registry. Unlike licences such as the HRWL, white cards cannot be verified against a government database. Verification must be done through document analysis of the physical card. Refchecks uses Claude Vision AI to extract the card holder's name, card number, issuing state, and issuing RTO from photos of the card — both front and back — and flags any inconsistencies or signs of tampering.
White cards are required before a worker can set foot on any construction site in Australia. Employers, principal contractors, and labour hire companies all have an obligation to verify that workers hold a valid card before commencing site work. Failing to verify exposes the organisation to WHS liability in the event of an incident.

Labour hire agencies and contracting firms are responsible for ensuring all placed workers hold valid white cards before they are dispatched to site.
Principal contractors must verify white card status for all workers on their site, including subcontractors and their employees. White card verification is part of site induction compliance.
Major infrastructure projects often require pre-site verification of all credentials including white cards, with results retained in a project-level compliance register.
Process
The candidate uploads photos of the front and back of their white card through the Refchecks portal. The card must be clearly legible.
Claude Vision reads the card and extracts: holder name, card number, issuing state, issuing RTO (training provider), and any relevant dates.
Extracted details are cross-checked for consistency. Cards issued before 2008 in some states may not be nationally recognised — this is flagged where relevant.
A structured verification result is returned with extracted card details, a VALID or FLAGGED status, and any notes for the employer's compliance file.
